As it was mentioned during the discussion, the bill (Reg. No. 3469) is aimed at establishing freedom of concluding and registering agreements on agro–industrial products on exchange and over-the-counter markets.
The bill also suggests establish that an agreement on supply of types of agricultural production (goods), determined by the current legislation, and a foreign economic agreement (contract) on export of this production is subject to registration on the commodity exchange where it was concluded, and at the same time is not subject to registration on the commodity exchange if it was concluded over-the-counter.
It was stated at the meeting that on October 31, 2012, the Ukrainian government cancelled mandatory registration for foreign economic agreements on the Agricultural exchange market, having adopted the resolution No. 1079. However, according to the speakers, as of now “there are regulatory proposals to renew mandatory registration”.
